Decision:

To authorise the Head of Property and Asset Management, or in his absence, the Executive Director – Finance and Assets, and in consultation with the Cabinet Member Finance and Assets, totake all decisions necessary (including key decisions) to enable the disposal of HRA CBC new build properties for shared ownership tenure. This decision relates to properties which have been allocated for disposal by shared ownership, as agreed with CBC/CBH via SHDG. All decisions are to be taken in accordance with any shared ownership policy adopted by the Council at the time and in accordance with Homes England Capital Funding Guide requirements

 

This includes the following: 

·         Approving the leasehold disposal of the property at the agreed price and initial % equity share;

·         Approving the mortgage offer (informed by an independent mortgage advisor appointed by the prospective shared ownership purchaser, and in accordance with the Homes England affordability assessment);

·         Approving any subsequent staircasing request, including the disposal of the freehold where staircasing will total 100% equity share;

·         Approving the legal documents associated with a shared ownership disposal (including but not limited to shared ownership lease, transfer).

To allow Gloucestershire Highways to Dedicate a section of Cheltenham Borough Councils land, consisting of a verge along a section of the A40 (Gloucester Road) to facilitate a cycle path.

 

The verges will remain in Cheltenham Borough Councils ownership, but the dedication will allow County Highways to facilitate and maintain these sections of land to Highways standards.

08/03/2021 - To award grant funding of £500 for the financial year of 2020-21 to Gloucestershire Action of Refugees and Asylum Seekers (GARAS) in order to support the work that GARAS provide in supporting both refugees and people seeking asylum within Cheltenham ref: 1494    Recommendations Approved

Gloucestershire Action of Refugees and Asylum Seekers (GARAS) work with a range of agencies to inform and raise awareness of the issues facing those seeking asylum in the UK and also provide ongoing support and advice to refugees and asylum seekers within Gloucestershire. This involves provision of a weekly drop in service in Cheltenham and includes information, advocacy & advice on health, housing, benefits, immigration, law, education, employment, counselling provision for those suffering the effects of trauma and ensures that refugees and asylum seekers are getting the appropriate support.
