To establish a Joint Committee with Gloucestershire County Council and the five other Gloucestershire borough, district and city councils to prepare for and facilitate the economic, effective, efficient and timely transfer of all existing Gloucestershire councils’ functions, property, rights and liabilities.

The report will recommend establishing the committee, determining its membership, delegating to it the necessary powers, and delegating authority to the Chief Executive to agree the Joint Committee’s Terms of Reference.
