Consultation process
The government has confirmed that a ‘National Scheme of Delegation’ will take effect on 31 October 2026; this will mandate which types of planning application do or do not go to planning committee. The National Scheme of Delegation will replace our own, locally-set, scheme of delegation and therefore the constitution will need to be amended to reflect this change, as will the Planning Protocol.
Policy implications
Change to what members (and parish councils) may or may not call to planning committee; significant implications for democratic processes. The introduction and implementation of the NSoD itself is mandatory, however some elements are discretionary (i.e. how the council deals with so-called Schedule 2 applications – these being the applications which may still be called to committee) and therefore a decision on this element will be necessary.
