Consultation process
Officers have worked up this Local Lettings
Plan in close consultation with Cot sway’s Housing Management
team to ensure that it strikes a fair balance between creating a
strong, cohesive community and meeting the Council’s
affordable housing needs. A number of amendments were made to the
LLP collaboratively with Cottsway following discussions, including
adding a provision to ensure that the LLP would expire after first
lets were completed- thereby ensuring that the LLP was active for
the minimum amount of time required to fulfil its objectives.
Additionally, CBC officers sought to ensure that Cottsway let the
98 no. properties on Greenway Chase to households in priority
housing need (classed as falling within Emergency, Gold and Silver
Band need) to ensure that the most acute affordable housing needs
were being met. Finally, Cottsway requested that a clause was
included within the LLP to aim to achieve a minimum of 40% of
allocations to households in employment, volunteering, or other
economically active roles, with a wide definition of these
categories being agreed between the Council and Cottsway, with
households possessing protected characteristics who are unable to
work or volunteer being considered under this Local Lettings Plan
on a case-by-case basis.
Following this dialogue with Cottsway, officers engaged with
Cheltenham Borough Council’s Cabinet Member for Housing and
Customer Services, who had no further feedback or amendments to
make, and confirmed that they were happy with the proposed Local
Lettings Plan for Greenway Chase.
