Community Infrastructure Levy (CIL) Joint Committee Host Authority and Terms of Reference Review
Recommendations
1. Tewkesbury Borough Council remain the Host Authority for the CIL Joint Committee
2. No change required to the CIL Joint Committee Terms of Reference v3 November 2023 (other than minor clarification points)
The CIL Joint Committee Terms of Reference require the host authority and the Terms of Reference to be reviewed at minimum every two years. They were put in place through December 2023 to January 2024 through decision by Council at each of the three district councils involved.

A Joint Officer working group reviewed the Terms of Reference on 3 September 2025 which included Directors and Heads of Service for the three 3 Joint Councils, the Monitoring officer for Tewkesbury and the CIL Joint Committee under the host arrange with invites for the monitoring officers for Cheltenham Borough and Gloucester City. Written comments fed in from Cheltenham Monitoring officer beforehand
