Reason for urgency:
CBC will be administering the Local Restrictions Support Grants (Open) Scheme. Local authorities are expected to have schemes up and running as soon as possible. CBC need to commence making payments as close to 22nd December as possible, so the report cannot be delayed until the next Cabinet meeting in January.
