Reason for urgency:
the contract needs to be renewed urgently in order for the existing arrangements concerning payment acceptance and processing to continue and for that reason the chair of O&S has agreed that it should not be subject to call in.

That whilst it would have been desirable to have aligned the Cheltenham contract end date with those of West Oxford and Cotswold District Council and to have entered into some form of joint contractual arrangement, it is not possible to do this at the current time. The current intention would be to undertake a full procurement exercise involving all four 2020 partners in 2018
