Decision:
Cheltenham Borough Council endorsed the first
version of the Cheltenham Charter in 2008 and it was last refreshed
in 2020. The charter formalises the long standing working
relationship between the borough council and Cheltenham’s
five parish councils through commitments from the borough council
to the parish councils and vice versa.
The document was reviewed in 2025 by the parish councils and
relevant officers. It was deemed fit for purpose subject to some
minor alterations such as updating contact details and names;
removing signatures; removing reference to the Gloucestershire
Compact and an amendment to the commitment about licensing as
weekly list is no longer circulated but all applications are
published on the portal. The decision is therefore to approve the
updated version.
Reasons for the decision:
The Cheltenham Charter is reviewed
periodically to ensure it remains fit for purpose. It supports a
good working relationship with the parish councils and the spirit
of good will between the tiers of local government and is valued by
the parish councils.

The document was reviewed in 2025 by the C5
Parish Councils Group which is made up of representatives of the
five parish councils; the Cabinet Member for Safety and
Communities; representative of Gloucestershire Association of Town
and Parish Councils and Participation and Engagement Team Leader
and agreed subject to the minor updates detailed above. The
commitments from Cheltenham Borough Council were also checked by
the relevant officers and the updated version was shared with the
Leader of the Council and the Director of Governance, Housing and
Communities.
