To renew agency agreement with Gloucestershire County Council for Cheltenham Borough Council to provide consenting and enforcement works on ordinary watercourses in Cheltenham

Reasons for the decision:

Gloucestershire County Council (GCC, the lead local flood authority) delegate consenting and enforcement works to the majority of District and Borough councils across the county including to Cheltenham Borough Council (CBC) since 2014. The latest 3-year agreement expires in April 2026 and GCC have offered to renew the agreement for a further 3 years with an increase in the annual fee paid to CBC. CBC are appropriately resourced to continue providing service and the annual fee adequately covers resource requirements to fulfil the agreement (Staff time and expenses).

Alternative options considered:

CBC are not obliged to enter the agreement in which case GCC would have to resource by others means, but the agreement provides an income to CBC that covers a significant portion of flood risk management staffing costs. The agreement also facilities the collaborative working relationship between the two flood risk management authorities.

Finance Comments: As staff hours are reported to GCC on a quarterly basis, hours from the last 3 years have been sent to CBC finance for review against the contract value. Finance have confirmed that the contract provides good value to CBC.
