To award a contract to Nissan Motors GB Ltd
(via PO to the local Nissan dealer Wessex Garages Ltd) for the
supply of one 3.5 Ton Cage Tipping Vehicle with tail lift at a
total cost of £52,661.60 plus VAT.
Reasons for the decision:
Ubico, on behalf of Cheltenham Borough
Council, deliver environmental services across the Borough.
One of the 3.5t Cage Tippers (HX19FBU) that is operated by
Ubico’s Street Cleansing teams was involved in a road traffic
accident during August 2024, which resulted in the vehicle being
deemed a total loss by Ubico’s Insurance Company.
A replacement vehicle is required with a tail lift and the cost
will be offset by the insurance settlement of £13,000.00 paid
back to the Council. The remaining balance will be funded from with
the asset replacement budget.
This procurement is in line with the cabinet decision dated 30
November 2021 approving the move to alternative fuels or away from
internal combustion engines for all our fleet and plant as quickly
as practicable where alternatives are available and within
available resources to support our climate change ambitions of net
zero by 2030.
The vehicle that is being proposed to be purchased will have a Euro
6 Diesel Engine, which are the cleanest and greenest diesel engine
currently available in this market sector. The manufacturer of this
vehicle also permits the use of HVO fuels, which is now being used
by most of the current Council fleet. In addition, this vehicle
will be fitted with eco-driving telematics to enable drivers to be
taught more efficient driving techniques to further reduce carbon
emissions and raise mpg.
Whilst there are electric vehicles of this type available on the
market to purchase, these are significantly more expensive when
costed against conventional ICE models.
Ubico have carried out a procurement exercise through the TPPL
framework.
Alternative options considered:
Officers have considered whether the service
could continue to be delivered without this vehicle and concluded
that it could not. These ICE vehicles will be fuelled by HVO not
diesel to reduce carbon emissions. Not replacing this vehicle at
this point in time will require hire costs to continue and will
have a negative impact on the budget.
