To approve the revised Street Scene Policy and
Pavement Licensing Policy for public consultation.
Reasons for the decision:
The authority’s Street Scene policy was
last reviewed and adopted in 2021. In 2020, the Business and
Planning Act 2020 introduced a licensing regime for tables and
chair licensing to assist the hospitality sector during the
pandemic. This regime has now been made permanent under the
Levelling Up Act 2023.
The document has been updated with minor changes and the removal of
table and chair licensing that falls in the scope of the Business
and Planning Act 2020. A standalone pavement licensing policy has
also been drafted.
Alternative options considered:
Consultation is a statutory requirement.
Seeking adoption without consultation will place the authority at
significant risk of legal challenge.
