To award the building contract for 320 Swindon Road

To accept Homes England Grant Funding and to enter into contract with Speller Metcalfe Living Ltd for the construction of 24 affordable homes at 320 Swindon Road, Cheltenham.  To progress the JCT Design and Build (2016) contract documentation, which includes schedule of amendments, employer’s requirements, collateral warranties etc for the construction of the homes.

In accordance with the Gateway Approval Paper approved on 23 April 2025, the Cabinet Member for Finance and Assets (the accountable cabinet member at the time of the decision) is asked to approve entering into contract for 24 affordable homes on the site at 320 Swindon Road, Cheltenham, with Speller Metcalfe Living Ltd.  The affordable housing mix comprises 12 no. 1 bed-2 person flats, 5 no. 2 bed-3 person flats for social rent, and 5 no. 2 bed-4 person houses and 1 no. 3 bed-5 person house for shared ownership.

One of the three key priorities in CBC’s approved 40-year HRA business plan is to provide new affordable homes in the Cheltenham area, and benefits of this scheme include:

-       helping to support the current housing need with areas whereby we are already managing existing stock and communities;

-       the opportunity at Manor far will add to CBC’s affordable housing stock and generate links to a key National House Builder who is active in the area which may lead to future opportunities.

Not to award the contract and seek alternative uses for the site.

Consultation has taken place between CBC and senior officers, and through a specific Affordable Housing Project Board which is supportive of the project.
