Decision:

To enter a contract with EDF for the purposes of providing landlord electricity supplies at fixed rates for 36 months. The former contract with Opus was costing on average 39.2134p per Kwh whereas the new EDF contract is 30.3792p. This is a 22.53% reduction and will mean a saving of £68k annually for tenants and the council. This is based on 100% renewable energy making it more environmentally friendly too.

Reasons for the decision:

To enable the council to provide landlord electricity supplies for all communal areas in their housing blocks of flats at fixed rates for 36 months which offers value for money and stability to tenants who pay service charges. The contract was tendered via Kinect who have acted as brokers for these supplies for the previous 17 years. There were five bids and EDF was selected as their offer represented the best value and was also for renewable energy. If a contract was not agreed for 1st April 2025, then the council would be charged at standard tariffs.

Alternative options considered:

The other suppliers were quoting for the same supplies with renewable energy but were not as competitive. As the service would be the same than it was determined that the lowest tender offered the best value for money for the tenants.

Finance Comments: Consistent with approved budget.
