Decision:

To finalise the Council’s Playing Pitch Strategy as attached as appendix A.

Reasons for the decision:

In July 2024, Cabinet formally noted the findings and recommendations of the Cheltenham Playing Pitch Strategy. Cabinet agreed that the strategy would be shared with all the organisations and partners identified in the action plan for review and that authority be delegated to the Director for Community and Economic Development, in consultation with the Cabinet Member Economic Development, Wellbeing & Culture, to make any final amendments to the Playing Pitch Strategy.

The work to share the Playing Pitch Strategy has now concluded and this decision therefore finalises the Playing Pitch Strategy for formal publication. This is attached as appendix A.

Next Steps

The Council is committing to keep the Playing Pitch Strategy under regular review to ensure it remains robust and up to date. This process will highlight:

  • How the delivery of the recommendations and action plan has progressed and any changes required to the priority afforded to each action (e.g. the priority of some may increase following the delivery of others)
  • How the PPS has been applied and the lessons learnt
  • Any changes to particularly important sites and/or clubs in the area (e.g. the most used or high quality sites
  • for a particular sport) and other supply and demand information, what this may mean for the overall
  • assessment work and the key findings and issues
  • Any development of a specific sport or particular format of a sport
  • Any new or emerging issues and opportunities.

None. This decision implements the Cabinet decision of 23rd July 2024

Other reasons / organisations consulted

The playing pitch strategy has been prepared on the basis of extensive consultation with Sport England, the national governing bodies, local sporting clubs and associations, plus community organisations. Sport England, the national governing bodies, local sporting clubs and associations, and community organisations alongside elected members.

In making this decision the Cabinet Member Economic Development, Wellbeing & Culture has been fully engaged with ongoing engagement with Cabinet Member for Planning and Building Control and Cabinet Member Cabinet Member for Waste, Recycling and Public Realm.
