To agree a memorandum of understanding (MoU) in relation to the staffing of the Cheltenham, Gloucester and Tewkesbury Strategic and Local Plan (SLP).
Reasons for the decision:
The Participating Councils (Cheltenham Borough, Gloucester City and Tewkesbury Borough Council) together with Gloucestershire County Council, have agreed to work together in a partnership arrangement to support Cheltenham, Tewkesbury and Gloucester’s coordinated strategic and local plan. This work is being carried out and a Partnership Agreement between the Participating Councils and Gloucestershire County Council is being finalised.
The Participating Councils need to proceed with the engagement of Staff before completion of the Partnership Agreement.
To enable the engagement of Staff, the Participating Councils have agreed to enter into this Agreement which sets out the staffing arrangements and engagement of Staff to be incurred by the Lead Council.
It is intended that this agreement will be replaced by a Partnership Agreement between the Participating Councils and Gloucestershire County Council which will contain similar or the same provisions. On completion of the Partnership Agreement this Agreement will terminate.
The Lead Council carries out the Services but this Agreement relates to the engagement of Staff.
Alternative options considered:
Rely on each of the participating Councils to employ additional staff to solely work on the SLP. Cheltenham Borough Council do not have budget to employ staff to solely work on the SLP. Even if budgets were available, then it would be inequitable for Cheltenham Borough Council to fund staff solely to work on the SLP if, for example, the other participating Councils did not also pursue the same approach.
