To enter into a new partnership agreement with
the Gloucestershire and South Gloucestershire Consortium known as
Warm and Well for delivery of the scheme by Severn Wye on behalf of
all the participating partners following expiry of the existing
agreement on 31st March 2025.
Reasons for the decision:
On 6/1/2022 the Council agreed to renew the
partnership agreement to deliver the warm and well initiative with
the following Councils: Stroud District Council, Gloucester City
Council, Tewkesbury Borough Council, Forest of Dean District
Council, Cotswold District Council and South Gloucestershire
Unitary Authority. Stroud was appointed as the lead authority.
Gloucestershire County Council and Gloucestershire NHS Integrated
Care Board also contribute to the scheme. The signed agreement was
for 3 years and expires on 31st March 2025. Following a full
procurement exercise carried out by Stroud District Council as the
Lead Authority in conjunction with One Legal, the contract was
awarded to Severn Wye.
This will enable delivery of vital project work for vulnerable
residents from 1 April 2025 until 31st March 2028 with the option
to extend for a further 2 years thereafter. Services will be
provided as per Schedule 1 of the agreement including energy
efficiencies, renewable technology, self-help information, advice,
home visits and administering any energy efficiency grants that may
become available.
Expenditure relating to this partnership will come from the Better
Care Fund and the Warm Homes local grant administered by the County
Council.
