Decision:

To enter a 12 month contract for passive fire works to Council homes, with Ian Williams as a direct

award on the South West Procurement Alliance (SWPA) framework for the FS2 – Fire Safety Installations Workstream.

Reasons for the decision:

The SWPA offers a compliant framework with the option for direct award. Ian Williams were the highest scoring appointed contractor for FS2 when scored for quality, cost and VFM it is therefore considered that this option presents evidenced for value for money and the route to contract offers and the most

expedient option.

 

CBC Building Services do not have the capacity to undertake the remedial works required and there are no other contracts in place that can deliver this work. Options for procuring a new contract have been considered and it has been determined that a direct award under a compliant and suitable framework

offers the most expedient solution, whilst also offering value for money.

 

The SWPA framework meets these requirements and offers the opportunity for direct award. The FS2 Fire Safety Installations workstream offers the scope to deliver the works required.

Ian Williams have been selected based on being the highest scoring appointed contractor against both quality and cost. Ian Williams have assessed the scope of work scheduled to be delivered through this contract and have confirmed that they have the required skills and capacity to deliver the works and are able to expedite them once a contract is in place.

Alternative options considered:

To undertake an open procurement exercise; this was disregarded due to the delay this would cause in delivering these urgent works.
