Decision:

Having consulted with the Leader of the Council, the Cabinet Member for Finance and Assets, the Chief Executive and the Monitoring Officer in accordance with the Council decision dated 15th October 2012:

To approve:
1. The governance and membership arrangements for the Gloucestershire Business Rates Pool for 2025/26 as outlined in this report and
2. The variation to the Gloucestershire Business Rates Pool governance document(s) to give effect to such arrangements for 2025/26.

Reasons for the decision:

The composition of the Gloucestershire Business Rates Pool for 2025/26 has been reviewed by LG Futures to establish the optimal arrangement to retain business rates locally. The pool decision is needed by the Ministry of Housing, Communities and Local government (MHCLG) by 29th October 2024 for 2025/26.

Alternative options considered:

The alternative options were all fully considered in the LG Futures report which showed the proposed composition of the Business Rates Pool which excludes Cheltenham Borough Council is optimal.
