Decision:
To award the security contract for the ice
rink 2024 to Chase Services Group.
Reasons for the decision:
To enable the council to deliver the ice rink
project it is necessary to enter into a contract with a security
provider to provide an out of hours security service. The security
partner will ensure the protection of the ice rink, its facilities
such as mobile toilets, and any equipment or materials onsite
during non-operational hours.
A procurement exercise has taken place and following receipt of ten
bids Chase Services Group was selected.
Alternative options considered:
The council is not equipped to provide this
service in-house therefore the service must be outsourced. It is a
necessary requirement to limit the risk any damage to property and
high value plant, and of anti-social behaviour which could cause a
nuisance to local residents.

Other reasons / organisations consulted
Following last year, consultation with both
residents and the main ice rink operator, S3K, indicated that the
security provision put in place worked very successfully. We have
amended the requirement noting a preference for a marked security
vehicle to enhance visibility.
