To accept the fee proposal received from Pick
Everard to act as Quantity Surveyor for the new development
consisting of 24 affordable homes at 320 Swindon Road, Cheltenham
and for CBC to enter contract with them.
Reasons for the decision:
Recently we have been working to appoint a
Quantity Surveyor consultant to work as a part of the wider
professional team following the removal of the previous appointed
Quantity Surveyor because of its failure to perform on this
project. The appointment of a Quantity Surveyor is vital to deliver
this project as we look to go out to tender and appoint a main
contractor for the construction of the homes, subject to the
planning committee decision following our recent Section 73
planning application.
In considering the appointment of the Quantity Surveyor the project
team has explored a range of potential procurement options and
Frameworks. It was agreed that the NHSSBS Framework offered the
most suitable list of potential suppliers on the Framework that fit
the required schedule of services.
Pick Everard was identified as a suitable supplier under the
relevant and available lot (lot 4) with the range of expertise
required within the core services for Quantity Surveying, they
provide collaborative working as a key to the successful delivery
of their services. They have experience working for Registered
Providers delivering similar affordable housing projects.
The proposal is to enter into contract with Pick Everard via a
direct call off permissible via the NHS Framework and they are to
act as Quantity Surveyor Consultants for the new development at 320
Swindon Road from RIBA Stage 4 through to RIBA Stage 7.
Alternative options considered:
An alternative option would have been to
procure an open tender via the Publica procurement portal (In-tend)
that would have caused substantial delay and resulted in additional
cost in the delivery of this project.

Other reasons / organisations consulted
We have worked with Publica and One Legal (OL)
throughout the procurement and tendering process, and internal
consultation within the Major Developments and Regeneration
team.
We received feedback from both Publica and OL supporting us in
using NHSSBS framework for the direct award / call-off process
permissible under this framework.
The principle of developing the site is supported by the
overarching governance bodies for new supply comprising CBC/CBH
Senior Officers at SHDG and Cabinet Member Housing Working
Group.
