Decision:

To extend the appointment of Aviso Ltd with a value of up to a further £60,000 to review key climate change workstreams and to update and deliver a Net Zero Delivery Plan.

Reasons for the decision:

The LGA Peer Review highlighted that Cheltenham needed to review its current Pathway to Net Zero to include clear performance measures and milestones for delivery.  The council also has a current vacancy in the post of Director of Climate Change.  The chief Executive presented a recommendation that was approved by the Appointments and Remuneration Committee to appoint interim support to help review and deliver the action recommended by the LGA Peer review.

 

Given the decision to bring Cheltenham Borough Homes back in-house, there are further opportunities to review the new structure of a combined climate team post TUPE transfer which takes place on 01 July 2024.

Alternative options considered:

Appointing a direct replacement to the position of Director of Climate Change was considered but it was considered that interim specialist support was needed to review and deliver the council’s net zero delivery plan in the first instance was a preferred option.  The development of a definitive net zero delivery plan would also help inform the staffing resource that is needed for implementation.

 

Achieving Net Zero is a key ambition within CBC’s corporate plan, and therefore not proceeding with this work was not an option.
