Decision details

(1) Subject to ratification by the Board of Cheltenham Borough Homes, the Chief Executive of Cheltenham Borough Council is seconded on a part time basis to Cheltenham Borough Homes for the period 27 January 2024 – 23 February 2024.

(2) Subject to ratification by the Board of Cheltenham Borough Homes, the Chief Executive of Cheltenham Borough Council is appointed the Interim Chief Executive of Cheltenham Borough Homes for the period 27 January 2024 – 23 February 2024.

On 17 October 2023 Cabinet agreed to commence the transition of housing services from Cheltenham Borough Homes back into Cheltenham Borough Council. Further to that decision, there have been ongoing discussions around the transition and the associated TUPE process, which have resulted in the current Chief Executive of CBH leaving the organisation, taking paid leave with effect from 26 January 2024.

Full Council will consider a report regarding the interim management arrangements at its meeting on 23 February, however, it is considered both necessary and appropriate to take an urgent decision to implement immediate interim measures. It is therefore recommended that the Chief Executive of CBC is seconded to CBH on a part time basis to act as a joint Chief Executive.

The Leader could decide not to agree to the secondment however it is considered that the delay in implementing the interim management arrangements may expose the Council to a significant level of risk.
