To accept the funding of £50k funding from NHS Gloucestershire GICB to Cheltenham Borough Council for Community Investment Fund Project:

The grant will enable the Council to work in conjunction with the Cheltenham Integrated Locality Partnership to support people in greatest need with the current climate of the cost-of-living crisis. Individuals experiencing food, fuel poverty and health conditions which require warmth on prescription to heat their homes.

Reasons for the decision:

Cheltenham Borough Council has been awarded a grant of £50k from NHS Gloucestershire GICB to Cheltenham Borough Council for Community Investment Fund Project.

 

The grant will enable the Council to work in conjunction with the Cheltenham Integrated Locality Partnership to support people in greatest need with the current climate of the cost-of-living crisis. Individuals experiencing food, fuel poverty and health conditions which require warmth on prescription to heat their homes

 

Working with the ILP, it has been agreed that the funding will be allocated as follows:

 Support for warm spaces in the areas of greatest deprivation (£15,000).

 

 Donation to Foodbanks/pantries to stock shelfs with food, enable the distribution of additional food parcels (£22,000).

 

 Supermarket vouchers to give to people who are struggling to buy food, pet food, household goods etc (£5,000).

 

 Providing energy vouchers for those accessing Warmth on Prescription to heat their homes while managing serious chronic health conditions, normally respiratory (£8,000)

 

Warmth on Prescription is provided by Severn Wye Energy Agency.

The award has been reviewed against the subsidy control rules, those relevant are minimal financial assistance.

Alternative options considered:

To not accept the award. This has been discounted as there is clear evidence that there are individuals experiencing food and fuel poverty within the locality of Cheltenham.
