Decision:

To award the INTEGRATED METERING NETWORK AND PLATFORM contract to Stark Software International LTD

Reasons for the decision:

In January 2021, the Council made a successful bid to the Public Sector Decarbonisation Scheme to the value of £382k for an integrated metering network with accompanying software program in order to reduce the energy consumption of the eight largest public buildings.  Acceptance of the funding formed part of the decision relating to the ‘General Fund Revenue and Capital – Revised Budget 2020/21, and Final Budget Proposals 2021/22’ report approved by Cabinet on 16 February 2021 and Full Council on 22 February 2021. 

 

The council is seeking installation of electric, gas and water meter networks for eight large buildings comprising of sub and main meters with appropriate software and bureau service for at least a 2 year contract period.

 

This will support future energy savings and help target behaviour change initiatives, with aspirations to be an exemplar decarbonisation project, which could be used to support the wider target of becoming a carbon neutral borough by 2030.

Alternative options considered:

The project was listed for tender on the Crown Commercial Service framework. Eight tenders were received and evaluated
