Decision:

Substitute the redevelopment of Ullswater Road with a site at Beaufort Road to provide two x 3 bed family houses.

Reasons for the decision:

Following a comprehensive review of all of CBC owned garage sites a list of those suitable for redevelopment was compiled.


As outlined in the March 2015 Cabinet report approval was delegate to substitute sites should it not be possible to proceed the specific sites noted in the report. The Ullswater Road Site mentioned within this report is currently on hold pending a redesign to incorporate a right of way of an adjoining owner.

 

The proposal is to substitute the Ullswater Road site with another HRA asset at Beaufort Road. The site comprises an obsolete garage site and an infill site on CBC owned land. Planning consent to provide two 3 bed family houses was secured in 2016.

 

This site at Beaufort Road presents a viable alternative to the Ullswater Road site given the fact that it has secured planning consent and is of a similar scale and size to Ullswater Road.

Alternative options considered:

Do nothing-the ‘do nothing’ option was rejected on the basis of the need to provide affordable housing within Cheltenham and make best use of HRA assets within the control of CBC.

Other reasons / organisations consulted

The new build Operational Working Group comprising senior officers of CBC, CBH and One Legal agreed that the Ullswater Road site should be substituted with Beaufort Road to provide additional new build units.

Pre-planning consultation events have been held with local residents and local Ward Members at Beaufort Road. Overall the redevelopment of the site at Beaufort Road was supported.

 

All noted the intention to develop Beaufort Road site to provide 2 new homes.
