The Warm and Well Scheme has operated succesffully as a county wide shceme since 2001. The contract with the provider, Severn Wye Energy Agency, finishes at the end of March 2017 and Stroud District Council, as lead authority, are procuring a new provider for a three year contract commencing in April 2017.

1.    Cheltenham Borough Council no longer procures an energy advice agency. This is not a viable option because we would not have resource to :

·         Provide energy advice to residents

·         Provide energy savings measures to vulnerable households

·         Bid for specific funding as it becomes available

·         Complete the annual HECA report

2.    Cheltenham Borough Council individually procures an energy advice agency. This is not a viable option because at £20k per annum, the current arrangement, with associated economies of scale, represents the best value for money.
