Decision:

For Cheltenham Borough Council to enter into contract jointly with the Participating Partners for p3 to provide a county-wide Assertive Outreach Service for rough sleepers.

Reasons for the decision:

Since April 2015 the six district authorities within Gloucestershire have designated the use of one-off funding from the Department of Communities and Local Government to jointly commission across the county an Assertive Outreach Service, the main purpose of which is to tackle rough sleeping.

 

This funding has now come to an end however, and it has therefore been necessary to retender this contract. All six districts saw the value in the continuation of a county-wide Assertive Outreach Service, proposing that all six districts will directly fund the joint commissioning of this service out of their own budgets along with Gloucestershire County Council, Gloucestershire’s Clinical Commissioning Group and the Police and Crime Commissioner.

 

Cheltenham Borough council made a Cabinet Member decision, dated 28 September 2016, to commit £15 000 year over the next two years, with a review built in during this time to consider whether to continue to jointly commission this service thereafter.

 

The retendering process was led by Cotswold District Council and supported by officers from all 9 partners. 3 bids were received.

 

Following evaluation it is proposed that the new contract is awarded to p3.

 

The council will seek to ensure there is a seamless delivery of services, as service provision transfers from one provider to another.
