Decision:

On 11 February 2016 Cheltenham Borough Council, Cotswold District Council, Forest of Dean District Council and West Oxfordshire District Council entered into an Inter Authority Agreement in respect of the 2020 Partnership.

The decision taken by the Head of Paid Service is to enter into a Deed of Variation in respect of the delegation of the Revenues and Benefits Services and Customer Services which provides that pending consideration of:

·         The findings of the Independent Governance Review of the 2020 Partnership Programme (expected to be in  June 2016); and

·         The Local Authority Business Case (expected to be in the summer of 2016)

The following matters shall not take place without Cheltenham’s prior written approval (not to be unreasonably withheld or delayed):

1.    No staffing restructures or other changes to the employment terms and conditions of the staff employed in these Services; and

2.    No integration or other changes to the operation and delivery of those Services.

The Deed of Variation also provides certain trigger dates.

 

Reasons for the decision:

To meet the requirements of the Council with regard to the sharing of the new shared services and the future governance of the 2020 programme.

 

Alternative options considered:

To proceed without entering into the Deed of Variation.
