Decision:

To authorise the Borough Solicitor to complete the Inter-Authority Agreement (including the Constitution) to create the 2020 Vision Joint Committee.

 

Similar decisions will be taken by Cotswold District Council, West Oxfordshire District Council and the Forest of Dean District Council.

Reasons for the decision:

Cabinet Resolutions

 

At Cabinet on 13 October 2015 a resolution was approved (and later endorsed by full council on 19 October 2015) in the following terms:

 

‘Delegates authority to the Chief Executive in consultation with the Leader, the Section 151 Officer and the Borough Solicitor to finalise and complete the Inter Authority Agreement (including the Constitution) and other documentation on terms to be approved by the Borough Solicitor and to take all necessary steps to create the 2020 Vision Joint Committee by April 2016’.

 

On 25 November 2015, the Chief Executive sub-delegated this authority to the Deputy Chief Executive, Pat Pratley.

 

At Cabinet on 9 February 2016, a resolution was approved in the following terms:


‘Authorises the Deputy Chief Executive to undertake all necessary processes and actions and the Borough Solicitor to complete appropriate legal documentation in order to facilitate and implement the matters contained in this report (relating to Internal Audit, Counter Fraud and ICT services)’

 

At Cabinet on 9 February a further resolution was approved in respect of Customer and Support Services and Revenues and Benefits Services in the following terms :

 

‘Authorises the Director of Resources in consultation with the Cabinet Member Finance to undertake all necessary actions and processes to implement the matters set out in this report including authority to make minor amendments to the delegation lists.’

 

 

Inter Authority Agreement

 

It is considered that the requirements of the Council have been included in the IAA.

 

Alternative options considered:

Not to enter into the Inter Authority Agreement and to cancel the Joint Committee meeting due to take place on 12 February 2016.
