Decision:
To re-contract with Civica UK Ltd for the Civica ICON payment solution and associated services for three years from 17 January 2016
Reasons for the decision:
To enable the existing arrangements concerning payment acceptance and processing to continue.
The delay in this matter is due to protracted enquiries with the supplier regarding the options available as a joint arrangement with West Oxford and Cotswold District Councils.
Alternative options considered:
To enter into a joint arrangement with Cotswold and West Oxford councils as they also use the Civica ICON solution. This option was not feasible as there are no financial or other benefits for the other councils to be realised from doing this now, in fact it would be more costly for them.

That whilst it would have been desirable to have aligned the Cheltenham contract end date with those of West Oxford and Cotswold District Council and to have entered into some form of joint contractual arrangement, it is not possible to do this at the current time. The current intention would be to undertake a full procurement exercise involving all four 2020 partners in 2018
