To establish a Shareholder Forum for Gloucestershire Airport Ltd as agreed by Cabinet at its meeting on 16 September 2014

On 10 December 2013 Cabinet considered an exempt report of the O&S Committed dated 25 November 2013.  The report referred to a strategic review of Gloucestershire Airport commissioned by Gloucester City Council.  The Cabinet resolved to approve the recommendations of O&S.

In July 2014 the Cabinet received a further exempt report on the review of governance arrangements for Gloucestershire Airport.  The Cabinet resolved to recommend a number of recommendations one of which was to delegate to the Deputy Chief Executive the establishment of a shareholder forum. 

Term of reference for the forum have been agreed by the 2 shareholding councils with input from Gloucestershire Airport.  The only matter outstanding at this time is the number of representatives from the Airport company.  The terms of reference are attached to this decision form.

The only alternative option was to leave the governance arrangements and continue with informal meetings between the airport company and the shareholders.

Agreement to the terms of reference for the shareholder forum

Consultation undertaken as part of the various reports to Cabinet and Overview and Scrutiny. Consultation on the terms of reference of the shareholder forum include the 2 council shareholder representatives and the airport board. Legal officers from One Legal and Gloucester City council have been involved in the creation of the terms of reference.
