Reasons for the decision:

In April 2012, the then Cabinet Member for Finance and Community Development made a decision to give a grant of £21,800 to Cheltenham Housing Aid Centre (CHAC) to fund an Assertive Outreach Service, through which an Assertive Outreach Worker would identify and work with rough sleepers with a view to enabling them to engage with more mainstream services and access appropriate accommodation. This service also focuses on engaging with individuals who have highly complex needs who are at risk of losing their accommodation, with a view to preventing them from becoming homeless.

 

As a result, a Conditional Offer of Grant was provided to CHAC for the period 1st August 2013-31st July 2014, with the possibility of funding for a further 2 years thereafter, subject to:

 

i)                    satisfactory performance by the organisation

ii)                   the availability of funding, and

iii)                 the grant continuing to meet corporate priorities

 

On 19th June 2012, Cabinet agreed for finance (the sum of £43,600) to be available for the continued funding of CHAC for the delivery of its Assertive Outreach Service for a further 2 year period from 1st August 2013.

 

Since setting up the service relevant Officers from Cheltenham Borough Council have monitored and reviewed the performance of CHAC in the delivery of this service.

 

Officers are satisfied that the service is supporting the outcomes identified with the service specification. We are also satisfied that this continues to remain a priority for the council – it supports the council’s Housing & Homelessness Strategy 2012-17 and the council’s corporate objective which is to improve access into decent and affordable housing.
