Decision:

To approve the Pavement Licensing Policy for public consultation.

Reasons for the decision:

The authority’s draft Pavement Licensing Policy was originally consulted on in 2025. Currently, we do not have a policy in place.
Following consultation feedback around privately maintained public highway land, the policy has been updated and ready for a short consultation with stakeholders and any businesses affected by the regime.

Alternative options considered:

Consultation is a statutory requirement. Seeking adoption without consultation will place the authority at significant risk of legal challenge.
