To approve the award of a contract to Bay Media Ltd for the manufacture, installation, maintenance and removal of advertising banners on lamp posts across Cheltenham, and to authorise the Council to enter into the contract.
Reasons for the decision:
The Council undertook a competitive procurement exercise via the In-tend procurement portal for the provision of lamp post advertising banner services. The procurement was undertaken following the previous supplier ceasing to trade and the implementation of temporary arrangements to ensure continuity of service. The competitive procurement exercise secures a compliant, long-term contractual arrangement for the Council. Four compliant tenders were received and evaluated against the published quality and price criteria. Bay Media Ltd achieved the highest overall evaluation score of 90, demonstrating the most economically advantageous tender and offering the best overall value for money. Approval is therefore sought to award the contract to Bay Media Ltd and enter into the contract.
Alternative options considered:
The Council considered continuing the interim contractual arrangements that were put in place following the previous supplier ceasing to trade. However, as these arrangements were temporary, this option was rejected in favour of undertaking a competitive procurement exercise to secure a long-term contract that delivers best value and complies with the Council's procurement requirements.

The procurement specification and evaluation methodology were developed by the relevant Council officers. The opportunity was advertised through the In-tend procurement portal and tender submissions were evaluated by an officer evaluation panel in accordance with the published evaluation criteria.
