Decision:

1. To approve the transfer 50% of Cheltenham Borough Council’s legal and beneficial ownership of the (HVO) Fuel Tank and Pump to Tewkesbury Borough Council to facilitate Tewkesbury Borough Council’s carbon emissions reduction by moving away from the use of diesel fuel to HVO for their fleet of vehicles.

2. To enter into an agreement to transfer partial ownership of the HVO Fuel Tank and Pump to Tewkesbury Borough Council.

Reasons for the decision:

Ubico, on behalf of Cheltenham Borough Council, deliver environmental services, including waste and recycling collections, grounds maintenance and street cleansing across the Borough.

The Swindon Road strategic waste site supports environmental services being delivered for both Cheltenham Borough Council and Tewkesbury Borough Council. Both authorities are seeking to reduce carbon emissions and Tewkesbury are now using HVO drop in fuel in their vehicles, something Cheltenham has been doing for some time.

To facilitate this change in fuel type an additional fuel tank was required to enable both diesel and HVO to be supplied to the various different vehicle types within the Cheltenham fleet but also to continue to supply Tewkesbury at the time Cheltenham transitioned to using HVO instead of diesel. Now Tewkesbury are using HVO drop in fuel instead of diesel they are using the new fuel tank purchased by Cheltenham and this decision regularises this arrangement and financially contributes to the implementation of the new tank by Cheltenham to support the transition to HVO.

Alternative options considered:

Cheltenham Borough Council could have decided not to share its facilities with Tewkesbury however this is not in the spirit of partnership working within local government nor would it support carbon reduction so not considered appropriate. Working with Tewkesbury to support carbon reduction support our corporate plan objectives.

Finance Comments: The income received from Tewkesbury Borough Council will offset other costs within the service area and paid into SUP034 R9208. Originally the cost of the fuel tank was funded from capital budgets (CAP301) that were approved at council.

Internal consultation has taken place with relevant officers. The Cabinet Member has been consulted. Officers and the cabinet member agree this arrangement supports carbon emissions reduction for both authorities.
