Decision:

To award a contract to Tallis Amos Ltd to supply one Trimax Pegasus S5 Triple Deck Gang Mower at a total cost of £40,175.00 plus VAT

Reasons for the decision:

Ubico, on behalf of Cheltenham Borough Council, deliver environmental services, including grounds maintenance, across the Borough.

A tractor?trailed cylinder gang mower that is on the fleet to support grass?cutting is now five years old, no longer reliable and beyond economical repair.  This specific type of cylinder mower is no longer manufactured.  A rotary gang mower is now the most suitable replacement option and they are mechanically simpler with fewer moving and wearing parts making them easier and more cost?effective to maintain compared with the old cylinder?based systems. This change in technology will improve reliability and reduce whole?life costs for the service.

A procurement exercise has been carried out via the TPPL framework.

Alternative options considered:

Officers have considered whether the service could continue to be delivered without this equipment and concluded that it could not given the authority’s commitment to maintain its green open spaces and grass verges.  The existing equipment is old and beyond economical repair.

Other reasons / organisations consulted

Internal consultation has taken place with relevant officers.  The Cabinet Member has been consulted.  Officers and the cabinet member agree there is a need to procure this equipment to continue to deliver services and minimise revenue costs.
