Decision:
To award a contract to Smith’s
(Gloucester) Limited to remove existing structure and replace with
concrete panel wall as per specification set out in the quotation
for the sum of £45,221.00 plus VAT.
Reasons for the decision:
Ubico, on behalf of Cheltenham Borough
Council, deliver environmental services across the Borough and
their operational depot is Swindon Road Cheltenham.
The spotting compound, which is a series of outside bays with
appropriate fire containment to temporarily store waste mainly from
street cleansing and grounds maintenance activities, is very old
and is structurally unsound. This structure which is an asset on
the asset replacement plan needs to be replaced as soon as possible
to provide adequate temporary storage and a fire bay should there
be a fire on a waste vehicle.
Ubico have carried out a procurement exercise and sought quotations
to remove the existing bays and replace with new bays. Two
compliant quotations were received, other suppliers did not return
quotations despite numerous requests.
Alternative options considered:
Officers have considered whether the service
could continue to be delivered without a spotting compound and
concluded that it could not.
