Acceptance of tender submission and entering into a contract with Greenfields Ltd for the value of £25,426.24.
Reasons for the decision:
To enable the Council to improve access through and around Elmfield Playing Field, enhance surface water drainage, and increase biodiversity, it is necessary to enter into a contract with a third party to undertake the required construction works.
A Request for Quotation (RFQ) process was carried out via the procurement portal. Following the receipt of six bids, Greenfield Ltd was selected as the preferred contractor based on the evaluation criteria.
This decision notice provides the necessary authority to enter into a JCT Minor Works Contract with Greenfield Ltd.
A Tender Decision Report (exempt under paragraph 3, Part (1) Schedule (12A) Local Government Act 1972) is included to support this recommendation.

Other reasons / organisations consulted
The Green Space Team has developed a masterplan for the site, which has been consulted upon with the Friends of Elmfield, local residents, and councillors, all of whom are supportive. The masterplan has been delivered in phases as funding has become available.
The tender has come in under budget, so additional work within the scope of the masterplan will be discussed with Greenfield Ltd to maximise the available budget while works are ongoing on site.
The Council’s Tree Officer and Flooding Officer have been consulted as part of the project.
The Friends of Elmfield successfully raised funding through the Community Infrastructure Levy (CIL) to support the Council’s Green Space Team and this project.
