To enter into a contract with VF Consultants
Limited for the purposes of advice and support on Local Government
Reorganisation (LGR) and submission of a Business Case.
Reasons for the decision:
Leaders from across all councils in
Gloucestershire have agreed to work together to develop both the 1
Unitary Authority and 2 Unitary Authority proposals for LGR.
VF Consultants Limited were appointed to assist with the draft
business case proposal for 2 Unitary Authorities which was
submitted in March 2025.
To ensure consistency in methodology and approach, VF Consultants
Limited will assist in developing the Financial Aspects of the LGR
Business Case: Helping to develop a clear and concise summary of
financial savings and implementation costs for the LGR business
case, ensuring it addresses all relevant aspects.
Alternative options considered:
The Council could consider using in-house
resource buy acknowledges that is a scarce commodity as we must
continue ‘business as usual’ alongside LGR.
Finance Comments: Budgeted through the New Initiatives earmarked reserve.
