Purpose:
To update the CIL Neighbourhood Panel’s Terms of Reference
Decision:
In 2022, Cabinet approved the Terms of Reference of the Community Infrastructure Neighbourhood Panel. The Panel met and made recommendations on the first round of allocations in 2023. The fund has now built back up and a second round of allocations will be made in 2025. Minor changes are required to the Terms of Reference. These include:
- Membership – update in terms of proportions across the political groups so is reflective of current membership of Cheltenham Borough Council;
- Monitoring and scrutiny – update to provide improved clarity on role and function

To keep the Terms of Reference up to date. This reflects best practice.
Alternative options considered:
To not update the terms of Reference. This is not considered best practice.
