Decision:
To increase the Cheltenham Lido's car park
income threshold from £491,066 to £589,279 and change
the Retail Price Index increases to annually rather than every five
years.
Reasons for the decision:
The Cheltenham Lido is undertaking substantial
improvements to decarbonise the pool and buildings in line with the
council's Carbon Neutral 2030 target. The works will cost
£1,285,106 exclusive of VA with the Lido paying
£975,106, and the rest being funded by the Swimming Pool
Support Fund from the English Sports Council and Cheltenham Borough
Council.
As part of the works, the Lido will be releasing an additional 24
parking spaces reserved for staff for public use, increasing the
number parking spaces from 119 to 143. By doing so, the parking
income will proportionately increase.
Under the terms of the Lido's lease granted on 03/02/2021, any
parking income over £365,000 is to be shared with the council
on a 50/50 basis. As per the lease, the threshold is reviewed every
five years. A review on 31/10/2024 calculated the threshold to
increase to £491,066./ The Lido has requested the threshold
be increased by a further 20%, thus taking the revised threshold
figure to £589,279, and the adjustment for RPI to take place
annually rather than every five years.
The works to improve the car park will ensure that it meets the
needs of the community in terms of safety, accessibility, and
future sustainability projects. Increasing the threshold by an
additional 20% ensures that any additional income generated because
of the works funded by the Sport England Council grant continues to
be used for the purposes for which the grant was intended.
