Decision:
To award a contract to Wybone Ltd for 40 x 110ltr double street litter/recycling bins with double gold band, CBC gold logo and ‘in the loop wrap’ at a total cost of £21,460 plus VAT.
To award a contract to Broxap for 15 x 90ltr single curve black litter bins with double gold band and CBC gold logo plus 50 x 120ltr single curve black litter bins with double gold band and CBC gold logo at a total cost of £15,609.25 plus VAT.
Reasons for the decision:
In July 2022 a detailed bin audit was carried out to assess the condition of the litter bins, which highlighted 97 bins that were no longer serviceable or in poor condition.
Since that the time the bins have continued to deteriorate and, in many cases, have been removed from service as they are no longer fit for purpose. Some bins are no longer suitable to hold waste, have sharp edges, raising health and safety concerns, with some bins looking unsightly with graffiti, old posters and high levels of detritus. This has resulted in a reduction in the bins available within the borough.
To reduce service costs and improve quality of service provision for all litter bins on streets and parks and gardens a review is taking place which includes relocating bins from within some parks and gardens to park entrances and providing additional capacity. This procurement will support this review and will also reinstate the recycle on the go provision in the town centre and key parks and gardens such as Montpellier and Imperial.
This procurement was carried out using the ESPO Framework 615-21 and will be funded from within existing budgets across Waste and Recycling and utilising some Grant funds received in year.
Alternative options considered:
The Council considered maintaining the service with a reduced number of bins however this is not considered an acceptable approach to maintaining the standard of cleanliness across the borough given the large number of bins that would need to be removed for health and safety reasons.
Other reasons / organisations consulted
Internal consultation has taken place with relevant officers. The Cabinet Member Waste, Recycling and Public Realm has been consulted. Officers and the cabinet member agree there is a need to procure these with a view to increasing recycling rates, reducing litterin and increase service capacity.
