Decision:

Following the Full Council approval of the HRA capital budget for 2024/25 – 2027/28 on 23 February 2024, to appoint ILECS to carry out Lift consultancy Services to undertake specification and contract administration duties for the lift replacements within Sheltered Accommodation Blocks and General Needs blocks for a fixed term period of 5 years.

Reasons for the decision:

CBC is responsible for the maintenance and service of passenger lifts. This is specialised work, and the skills are not available in house. The Supplier will be required to have the necessary skills, knowledge, experience, and be suitably qualified to deliver the full Lift Consultancy services.

CBC (Housing) are responsible for all lifting equipment unless privately installed by the tenant. This includes passenger lifts, stair lifts, through the floor lifts and ceiling hoists. CBC (Housing) currently are responsible for 16 passenger lifts which are serviced 6 times a year and have a thorough examination (LOLER) twice a year.

Alternative options considered:

The alternative is to tender annually or per lift as previously, however this is not the most efficient way and can result in overall delays to projects. The Supplier will be responsible for the overall review and creation of the lift modernisation or replacement strategy for CBC. The Supplier will provide a suitable technical and bespoke specification document for each individual elevator as instructed by CBC (based on project requirements). The specification is to be based on the best engineering solution in relation to modernising or completely replacing the lift. Having a consultant for 5 years gives certainty and flexibility to develop a programme.
