Purpose:

To award the contract

Decision:

To enter into a 5 year call off contract with MD Building Services Ltd, to supply and install fire rated and non-fire rated timber doors together with associated works.

Reasons for the decision:

The Council has a legal duty under the Regulatory Reform (Fire Safety) Order 2005 to ensure fire doors within its properties will perform in the event of a fire.  Third party fire risk assessments have identified fire doors (nominal fire doors) that have been considered to be suitable, but because there is no certification to evidence this, they need to be replaced with certified doors. 

The vast majority of the nominal fire doors within the housing stock have been replaced under recent contracts with Nationwide Windows (2016-2024) & Ventro (2022) and this contract will replace the remainder which are confined to where it's necessary to fit timber doors, such as within listed buildings, for corridor compartmentation, and where a door opening is uncommonly small. 

The proposed contract will also include for replacing non-fire rated timber doors should the need arise and also for associated works identified during the fitting of doors.

A procurement exercise has taken place and following the evaluation of eleven bids, MD Building Services Ltd has been selected.  The tender report is attached.

This decision notice provides authority to enter in the relevant contract with MD Building Services Ltd.

Alternative options considered:

Consideration was given to the DLO purchasing and installing timber fire doors, but this was rejected due to competency requirements for work of this nature as they would be unable to certify new doors, the size and urgency of the project and also importantly it was determined that contracting with a third party would be lower risk and provide third party assurance.

Due to the legislative compliance requirement, not proceeding with the project is not an option.

Consultant, Assured Fire Door Services, were engaged to assist with the production of the tender document and with the evaluation of the tenders.

Leaseholders have been served a Notice of Intention in accordance with the Section 20 process as set out in the Leasehold and Commonhold Reform Act.
