To award a contract for playground improvements at six sites to Kompan Ltd for £103,500.

To enable the council to provide play facilities to a high and safe standard, it is necessary to enter into a contract with a third party to supply and install playground safety surfacing and equipment. A procurement exercise has taken place and following receipt of one bid, contractor Kompan Ltd was selected. This decision notice provides the relevant authority to enter into the relevant contract with Kompan Ltd. A tender decision report is included.

The ESPO framework procurement process was undertaken to achieve best value from specialist playground equipment suppliers and installers. Ten specialist playground companies were directly invited to tender as part of the framework process. Several declined due to an influx of other tender opportunities and a lack of resources to respond appropriately.

Budget is available as part of the council's capital playground improvement programme, Enovert Grant, Community Infrastructure Levy (CIL) and Hester's Way Partnership.

£103,500 is available for this contract.

The alternative is not to award the contract and have to undertake another fair and transparent procurement process. This would delay the capital improvement programme and we will not meet the deadlines of external funders. Costs are likely to increase further. If we conducted another tender process, we would not get as much equipment and play value from the budget we have.
