To agree to the disposal of 45 Grosvenor
Street from the HRA portfolio.
Reasons for the decision:
The property does not meet the minimum
required standards for social housing and requires in the region of
£125,000 of investment to bring it to a standard that meets
the Safety and Quality Consumer Standard.
Alternative options considered:
The following alternative options were
considered and rejected:
1. Re-let following minimal works – would not meet the Safety
and Quality Consumer Standard
2. Re-let following full renovation – additional conversion
works would be required to provide the expected layout and standard
of accommodation
3. Re-let following full renovation and conversion – the
associated costs would return a negative net present value in 30
years, it is therefore considered that the funds would be more
effectively spent on other more suitable homes
4. Redevelopment – listed status severely limits the
opportunities to minor extension only; meanwhile full refurbishment
and conversion works (as option 3) would also be required to bring
to the required standard
