To accept the tender received from Adept Consulting Limited to act as Structural and Civils Engineering consultants for the redevelopment of the former Monkscroft School Site and for CBC to enter contract with them.

Reasons for the decision:

The scope of services for a Structural and Civils Engineering consultant was procured through the National Framework NHSSBS via a mini-competition processes December 2023. Following a competitive and staged tendering process, a total of 25 consultants showed their initial interest after a Capability Assessment 1 (CA1) were submitted. This was then reduced to 17 consultants after the second Capability Assessment (CA2) was issued. Following the 2 filtering processes a final 5 qualified Structural and Civils Engineering consultants were invited to participate in mini-tender.

They provided a wide range of quality responses. Via our tender evaluation process, we have demonstrated value for money as well as obtained confidence that the services can be carried out in line with CBC’s / CBH’s expectations of quality.

The successful bidder has demonstrated a well-rounded understanding of the design and technical requirements as well as evidenced experience in delivering projects of this size and complexity to national standard and legislation. The successful bidder’s response scored highest in the combined evaluation of cost and their responses to the quality questions.

Alternative options considered:

An alternative option would have been to procure all design and technical services as one multi-disciplinary appointment. However, we assessed this scenario and found that a project of this complexity would need to have independent consultants appointed to develop and support the design process – this approach was rejected earlier in the procurement planning process.

Other reasons / organisations consulted

We have worked with Publica and One Legal (OL) throughout the procurement and tendering process, and internal consultation within the development team along with support from the externally appointed Project Management team, Henry Riley.

We received feedback from both Publica and OL supporting us in using NHSSBS framework for the tender process.

The principle of redeveloping the site is supported by the overarching governance bodies for new supply comprising CBC/CBH Senior Officers at SHDG and Cabinet Member Housing Working Group.
