Appointment of Consultants – potential development of former Monkscroft Primary School site

Approve the appointment of BDP. to act as lead designer, Architect, Master Planning and Landscape Design consultants through RIBA stages 1-4a under JCT Consultancy Agreement Public Sector 2016 Edition to the tendered value of £115,170.00, in respect of the potential development at the former Monkscroft Primary School site.

Following a recent procurement exercise through the Procurement Hub’s Consultants DPS tendering process, we now intend to enter a JCT Consultancy Agreement Public Sector 2016 Edition with BDP. ltd with a total fee cost not to exceed £150,000.00

Should CBC not appoint BDP. at this point, it would be necessary to restart a new procurement process in order to identify an architect which would provide similar quality and fee level. This alternative would add timely challenges to the progress of the project.

The procurement and the project for Monkscroft School Site have been consulted regularly with Strategic Housing Delivery Group (SHDG) and Cabinet Member Housing Working Group (CMHWG). These forums include Senior officers from CBC/CBH and the Cabinet Member for Housing, as well as CBC’s procurement partner, Publica and CBC’s legal partner, One Legal.
