To approve Cheltenham Borough Council entering into a contract with Vision21 for the delivery of the UK SPF funded Retrofit Streets project

Reasons for the decision:

To enable the council to deliver the UK SPF funded Retrofit Streets project it is necessary to enter into a contract with a third party to provide project management services.

Vision21 was the councils lead partner in the original project proposal and development of the expression of interest. The application for the UK SPF grant was successful based on the proposals Vision21 submitted. Vision21 have a full understanding of the work required, how the
project has come together and what is needed to deliver this. The organisation has a strong Cheltenham community network already established (in which they are well respected), which will underpin the successful delivery of this project.

Vision21 have a strong community engagement presence in the borough. The organisations lead consultant on the project brings years of community engagement and development expertise around the specific area of sustainability to the table. Vision21 are also the council’s
delivery partner for the Cheltenham Zero project, in which the council support SMEs and community groups to decarbonise. There are clear benefits to this project in maintaining those close relationships between the two projects which support each other’s objectives.

Alternative options considered:

The Council considered proving project management services in-house. However, the size and scale of the project was compared against the existing resources, skills and capabilities and it was determined that contracting with a third party would be lower risk and would provide the
best value for money for the council.

The Council considered not proceeding with the project however this was rejected due to the fact that the project is a fundamental part of the Corporate Plan and the councils aim to reach Net Zero by 2030.
