Decision:

Subject to the Full Council approval of the HRA capital budget for 2024/25 – 2027/28 on 23 February 2024, to appoint Joyner PA Ltd and Lovell Partnerships Ltd to deliver the external component repair, replacement & improvement work (“ECRs”) and energy efficiency (decarbonisation) Measures and associated works (“EEMs”)

Reasons for the decision:

The Council is entering into contracts with 2 contractors to maintain CBC’s housing stock to continue to be compliant with the Government’s Decent Homes Standard. Some properties in CBC's housing stock require retro-fit energy efficiency measures in support of de-carbonisation. The works include for insulating in accordance with PAS 2035. Government funding under their Social Housing Decarbonisation Fund has been secured to part fund.
A procurement exercise has taken place and following receipt of ten bids, Lovell Partnerships Ltd and Joyner PA Ltd were selected.
In approving the SHDF 2.1 grant bid (Report for Cabinet 11.10.2022) Cabinet committed to match funding by the HRA for the EEM element of the works. Provision for this as well as the component repair and renewal element of the works has been made in the HRA budget 24/25 proposals to be presented for Council for approval on 23 February 2024. No orders committing to spend under the new contract will be raised until budget approval has been given.

Alternative options considered:

The Council considered continued maintenance in-house. However, the size and scale of the project was compared against the existing resources, skills and capabilities and the appointment of contractors would deliver best value. The project is also required to meet the council’s ambition for Cheltenham to be Net Carbon Zero by 2030 and following successful bids to the Social Housing Decarbonisation Fund it was determined that contracting with a third party would be lower risk and would provide the best value for money for the Council.
